Ernst Johann Friedrich Pagels (October 9, 1913 - January 16, 2007) was a prominent German gardener and plant breeder. He ran a perennial nursery in Leer, East Frisia from 1949 to 2000. Influenced by Karl Foerster and Georg Arends, Pagels became the most significant German perennial breeder of the 20th century. He notably contributed to the development of Miscanthus varieties, which led to a diverse range of ornamental grasses that inspired garden design, particularly in the UK and the USA.
