He began his career after graduating from Rijks HBS, working at Twentsche Bank and then at Ford Nederland as a public relations manager. He was the head of the representation department for Amsterdam, involved in various royal events. He served as the mayor of Westkapelle and later Krimpen aan den IJssel until his early retirement in 1988. Bulder passed away in Domburg on his 87th birthday, and a boulevard was named after him.
