Francisco José Garcés Da Silva is a Venezuelan engineer born on May 27, 1973, in Caracas. He holds master's degrees in Structural Engineering and Earthquake Engineering from the Central University of Venezuela, along with a Doctorate in Civil Engineering from France. He is a professor at the Central University of Venezuela and served as the Minister of Popular Power for Transport and Communications from June 2010 to November 2011 under President Hugo Chávez. In December 2013, he was elected the mayor of the Guaicaipuro Municipality. In November 2017, he took on the role of Transportation Secretary for Miranda State.
