Francisco José Rojas Scarpetta was a Colombian humanist, military officer, diplomat, and politician, who was a member of the Colombian Conservative Party. He served as a general and held key positions such as director of the Military Cadet School of Colombia and chief of the National Police. After retiring from military service, he became the National Registrar from 1954 to 1963. His tenure included pivotal events like the 1957 plebiscite and the introduction of women's suffrage, earning him the title 'The Transformer of the Police' for his significant reforms.
