Frank Blackmore (16 February 1916 – 5 June 2008) was a British aviator and traffic engineer known for advancing the rules regarding roundabouts, effectively improving their capacity and safety. He introduced the mini-roundabout concept, designed for larger vehicles to traverse. Born in Algeria, he studied civil engineering in Switzerland before moving to the UK. Blackmore served in the Royal Air Force during WWII and was awarded the Air Force Cross. His traffic management innovations were integrated into the UK's road regulations in 1975 and he continued to consult post-retirement.
