Gennady Shpigun was a Russian state official and a militia major general born on February 5, 1947, in Babayurd, Dagestan MSSR. He served as the authorized representative of the Ministry of Internal Affairs of the Russian Federation in Chechnya. In 1999, he was kidnapped from an aircraft at Grozny airport, and despite attempts by both Russian and Ichkerian forces to rescue him, he remained captive. His body was found in March 2000 near the village of Itum-Kali.
