After completing his legal training in 1965, he began practicing as a lawyer and later joined the judiciary of Baden-Württemberg in 1967. He was promoted through various judicial ranks, eventually becoming the presiding judge at the Federal Court. He was involved in significant investigations related to state surveillance of journalists and extremist activities. Schäfer has published extensively on legal matters and served as an editor for legal journals.
