During his episcopal service, the totalitarian regime in Bulgaria faced collapse, which severely impacted the Catholic Church through confiscation of property, political repression against clergy, and public discrediting. Monsignor Jovcev worked towards restoring the church's image and rehabilitating the clergy. Approximately 70% of the confiscated church properties in Bulgaria were returned under his efforts.
