Born on January 9, 1947, he represented the 91st district, which includes Poquoson and part of Hampton. Helsel's political career includes serving on the city council from 1982 to 1990, as vice mayor from 1990 to 1994, and then as mayor from 1996 to 2010. He is a retired businessman with a long history of public service in his community.
