Tønder was the chairman of the Norwegian Locomotive Drivers' Union from 1975 to 1990 and was active in various political parties, including the Socialist People's Party and later the Labour Party. He also served on several union boards throughout his career and was engaged in regional politics until health issues led to his retirement in 1990.
