Raised in Charlottesville, he served as a radio operator during World War II and later captained the University of Virginia tennis team, winning three state championships. He achieved notable victories in the 1950s, including the 1952 Eastern Canadian Championships and the 1954 Paris International Championships. Burrows also played for the US Davis Cup team and represented Charlottesville in the Virginia House of Delegates from 1960 to 1962.
