Hebert Josué García Plaza is a Venezuelan military officer born on February 16, 1962, in Maracaibo, Zulia. He held the rank of Major General in the Bolivarian Army (FANB). García served as the Minister of Popular Power for Aquatic and Air Transport and as Minister of Popular Power for Food during the first presidential term of Nicolás Maduro in the 2010s. However, in 2015, he became an opponent of the Maduro government when he was ordered to be apprehended due to his involvement in the Bolipuertos case, where he served as president, and the purchase of three ferries.
