Héctor Vargas Haya is a Peruvian politician, journalist, and university professor born on March 29, 1938, in Rioja, San Martín. He was an active member of the Aprista Party, though he distanced himself from it by the end of the 20th century. His political career includes serving as deputy for Loreto from 1963 to 1968, a constituent deputy from 1978 to 1979, and deputy for Lima from 1980 to 1990. Additionally, he held the position of president of the Chamber of Deputies between 1988 and 1989 and founded the Amazonian Parliament.
