Herminio A. Astorga, also known as Togay, was a notable Filipino athlete and politician born on December 22, 1929. He served as the 13th Vice Mayor of Manila from 1962 to 1967. In addition to his political career, he was a talented basketball player in the National Collegiate Athletic Association (Philippines) and the University Athletic Association of the Philippines. Furthermore, he made contributions as a college professor, entrepreneur, and a respected Catholic lay leader until his passing on January 19, 2004.
