Hiroshi Saitō is a Japanese politician born in 1939 in Tokorozawa, Saitama. He graduated from Chuo University and began his political career in 1971 by being elected to the Tokorozawa City Council. He served on the Saitama Prefectural Assembly for 12 years, starting in 1979. Saitō was elected mayor of Tokorozawa in 1991 but faced controversy over a dioxin pollution scandal in 1997 that resulted in a salary dock for covering up information. He announced in 2007 that he would not seek a fifth term and was succeeded by Yoshiko Tōma.
