He faced racial barriers in education, ultimately graduating from Lincoln University School of Law. Lockard served in education and legal roles, becoming the first African-American in a Tennessee governor's cabinet. As a judge from 1975 to 1994, he impacted many lives and remained active in the legal community until health issues arose. He was married to Ida Walker Lockard for 49 years.
