Hou Zhiying was a prominent Chinese politician born in March 1931 in Sheqi County, Henan. He graduated from the History Department of Henan Normal University in 1956 and later completed postgraduate studies at Renmin University of China. From February 1983 to November 1990, he served as a member of the Standing Committee of the Henan Provincial Party Committee and Head of the Propaganda Department. He was subsequently Vice Chairman of the Standing Committee of the Henan Provincial People's Congress for two terms until April 1998.
