Howard Neal is an American murderer and self-confessed serial killer, born on September 14, 1953. He was convicted for killing his half-brother and two nieces in Mississippi in 1981, originally sentenced to death, but his sentence was commuted to life imprisonment due to intellectual disability. In 2017, Neal confessed to the double murder of Pamela Duffy and William Lane in California in 1980. He remains uncharged for this case but is considered the prime suspect.
