Hrusikesh Panda is an Indian administrative service officer and an Odia literary figure born on May 1, 1955. He achieved the first rank in the Indian Administrative Service examination in 1979. Serving as the Secretary of the Ministry of Tribal Affairs, he retired from his administrative position in April 2015. After retirement, he chose to reside in his village in Kali Daspur, Bhadrak district, where he decided to engage in literary creation. In February 2024, he joined the Bharatiya Janata Party.
