Elsie Inez Virginia Smith Reid (born April 7, 1937) is a notable former judge of the District of Columbia Court of Appeals and served as Corporation Counsel of the District of Columbia. After graduating from Tufts University and Yale Law School, where she was one of two black students, she faced challenges in finding legal work due to race and gender. Over her career, she held significant positions, including Deputy General Counsel at the U.S. Department of Health, Education and Welfare, and became the first Inspector General of the EPA. Reid was appointed an associate judge in 1995.
