Ion Mihai Pacepa is a former three-star general of Romania's socialist secret police, who defected to the United States in July 1978 after being granted political asylum by President Jimmy Carter. He is known as the highest-ranking defector from the former Eastern Bloc. At the time of his defection, he held the position of advisor to President Nicolae Ceaușescu and acted as the deputy head of Romania's foreign intelligence service. Subsequently, he collaborated with the CIA in various operations against the Eastern Bloc, contributing significantly to U.S. intelligence efforts.
