Ion Ștefan Baicu, born on October 8, 1934, in Rubla, Buzău County, is a Romanian university professor and historian. He served as the president of the Culture and Arts Committee of Prahova County and taught for many decades at the Petroleum-Gas University of Ploiești. Currently, he is retired but continues to teach political science at the George Barițiu University branch in Ploiești. He is married and has two children and two grandchildren.
