He served as the Lord Mayor of Melbourne from 1977 to 1979 and established a chain of luxury motels called Parkroyal in major Australian cities in the early 1960s. Known for their distinctive design featuring a large parabolic arch, his motels became popular. Rockman was embroiled in a drug smuggling scandal in 1988, though he was never charged and consistently professed his innocence.
