Hernán Iván Arias Durán, also known as El Negro, is a Bolivian politician and sociologist who has been the mayor of La Paz since 2021. A member and leader of the For the Common Good party, he previously served as the minister of public works and has expertise in decentralized public management and indigenous matters. Born in La Paz into rural poverty, he was educated in Marxist thought and faced imprisonment for his activism. After a lengthy hiatus from politics, he returned and successfully won the mayoralty through an innovative campaign focused on infrastructure improvements.
