He graduated from Hiroshima University in 1944 and became an assistant professor at Hiroshima Normal School, later serving as a professor. He obtained his doctorate from the University of Tokyo in 1955. In 1958, he became a professor at Fukuoka University of Education and later held a dual position at Tokyo University of Fisheries. Hosokawa founded the 'Hikari Yōiku-en', promoting early childhood education based on Buddhist principles and conducted significant research in Jodo Shinshu Buddhism. He was awarded the Order of the Rising Sun, Third Class, in 1992.
