He served during significant military conflicts such as the Cold War, Kosovo War, and Operation Desert Fox. Throughout his career, he commanded surface combatants and held key positions on the staffs of the Chief of Naval Operations, the Joint Chiefs of Staff, and the Secretary of the Navy. He also coordinated Navy legislative activities in the U.S. Senate and concluded his service as the President of the Naval War College.
