Jacques Bartelous (1924-2013) was a Belgian colonial civil servant who served as Chef de cabinet for Moïse Tshombe, the President of Katanga. Born in Forest, Brussels, he volunteered for the Belgian army during World War II and began his career in the Belgian Congo as a legal attaché in 1958. He held various political roles, notably as head of the political office in Katanga and as a substitute prosecutor before Congo's independence.
