James Edgar Baker (born March 25, 1960) is a distinguished American attorney, judge, and academic. He served as the Chief Judge of the United States Court of Appeals for the Armed Forces after being appointed by President Bill Clinton in 2000. Baker became Chief Judge in 2011 and currently holds a professorship at Syracuse University, where he also directs the Institute for Security Policy and Law. Additionally, he is recognized as a Fellow of the National Academy of Public Administration.
