Since 2001, he has been the president of the Association of Health Resort Municipalities of Poland and is the chairman of the Krynica-Nowy Sącz Association of Municipalities. Golba is an expert in health resort law, local government finance, tourism, and administration. He is also known for initiating the construction of the gondola lift on Jaworzyna in Krynica-Zdrój.
