Jarkko Oikarinen, born on August 16, 1967, is a Finnish developer known for creating the first global chat network, now called IRC (Internet Relay Chat). He wrote the IRC client software and established the server for this new network in 1988 while working at the University of Oulu in Finland. Oikarinen designed this network to replace the MUT program that operated on the Finnish BBS server known as OuluBox. He continued to develop IRC for four years and received multiple awards, including the Dvorak Award in 1997 and additional honors from the Millennium Technology Prize Foundation in 2005.
