Kimpel directed the National Severe Storms Laboratory from 1997 to 2010, contributing significantly to weather radar advancements and coalition building for the National Weather Center. He earned a Ph.D. in meteorology from the University of Wisconsin–Madison and served in the Vietnam War, receiving a Bronze Star Medal for his service.
