He served as the commander of the National Army of Colombia and led the retaking of the Palace of Justice during a siege by guerrillas from the April 19 Movement (M-19) on November 6 and 7, 1985. His actions during the military operation have been controversial, with subsequent condemnation due to the disappearance of 11 individuals during the operation.
