A member of the Republican Party, he held several significant positions during the administration of President Ronald Reagan. He served as the Commissioner of the Social Security Administration starting in 1981, was the Under Secretary of Health and Human Services from March to September 1983, and was the Assistant to the President for Policy Development from September 1983 onward. His contributions were significant in the context of Reagan's policies.
