John Frederick 'Jeff' Kimmons is a retired American lieutenant general known for his role as the United States Army Assistant Chief of Staff for Intelligence and Commanding General of the Army Intelligence and Security Command. He was a key figure in creating Army Field Manual FM 2-22.3, which addressed human intelligence collector operations in response to the Abu Ghraib prison actions. Kimmons retired on December 1, 2010, after a distinguished 35-year military career.
