He studied at Caltech, earning his Bachelor's degree in 1948, and completed his doctoral degree at the University of California, Berkeley, in 1952. He held various positions, including guest professor at the Nobel Institute in Stockholm and a professor at Yale University. Notably, he received the Ernest Orlando Lawrence Award in 1967 and the Glenn T. Seaborg Award in Nuclear Chemistry in 1976. Rasmussen is a fellow of multiple scientific societies and received an honorary professorship at Fudan University in Shanghai.
