John R. Allen is a retired four-star general in the United States Marine Corps, born on December 15, 1953. He served as the commander of the International Security Assistance Force in Afghanistan from July 2011 to February 2013. In early 2013, he was nominated to be the Supreme Allied Commander of NATO in Europe but declined the position for family reasons. On September 13, 2014, he was appointed by President Barack Obama as the Special Presidential Envoy for the Global Coalition to Counter ISIL.
