John R. Quarles Jr. was an American attorney and environmental leader who served as Deputy Administrator of the EPA from 1973 to 1977. A Yale and Harvard Law graduate, he played a pivotal role in establishing the EPA in 1970 after joining the Department of the Interior in 1969. Post-EPA, he became chairman and partner at law firm Morgan Lewis, retiring in 2006. His career significantly impacted environmental law and policy until his death from Alzheimer's disease in 2012 at age 77.
