Foster worked at the Lawrence Livermore National Laboratory, where he became involved in the U.S. nuclear weapons program. He served in high-level positions within the U.S. Department of Defense under Presidents Johnson and Nixon. He later held executive roles at TRW Inc. and advised several technology firms while also being part of various governmental advisory boards.
