He was one of eight members of the National Liberation Council (NLC) from 1966 to 1969 and served on a three-member Presidential Commission that handed power to elected leader Kofi Abrefa Busia in September 1969. Harlley held the position of Police Commissioner in Accra and was the Head of Police at the time of the coup, indicating his crucial role among the conspirators.
