Jorge Sergio Kaplán Meyer was a Chilean surgeon and politician born on February 27, 1926, in Santiago, Chile. He was of Jewish descent and became a pioneer in heart transplants in Chile and Latin America, performing these surgeries at the Naval Hospital Almirante Nef in Valparaíso. Kaplán served as the mayor of Viña del Mar from 2000 to 2004. He passed away on April 14, 2009, in Viña del Mar.
