José Rafael Abello Silva, known by the alias 'Mono Abello', is a prominent figure in the Medellín Cartel in Colombia. He is regarded as one of the major drug traffickers in the Santa Marta region and was the acting head of Caribbean operations for the cartel. In January 1987, he was listed among a group of 128 key drug-related individuals whom President Virgilio Barco ordered to be arrested. Although he was captured in Barranquilla the same month, he was shortly released, allegedly with the help of Miguel Penido Barros, a senator from La Guajira.
