He served as the commander general of the Peruvian Army during Pedro Castillo's government from August 5 to November 4, 2021, when he was retired and succeeded by Walter Horacio Córdova Alemán. Vizcarra entered the Escuela Militar de Chorrillos in 1981, graduating as a second lieutenant in the cavalry on January 1, 1985.
