José Enrique Villa Rivera is a Mexican chemical engineer and official born on February 27, 1955, in Cohuibampo, Ahome, Sinaloa. He served as the general director of the Instituto Politécnico Nacional from 2003 to 2009, and as the director general of the Consejo Nacional de Ciencia y Tecnología from 2011 to 2013 during the presidencies of Felipe Calderón and Enrique Peña Nieto. Later, he held the position of Secretary of Education, Public Policy, and Culture of Sinaloa from 2017 to 2021 under the governorship of Quirino Ordaz Coppel.
