José Francisco Merino López is a Salvadoran politician who served as the Vice President of El Salvador from 1989 to 1994 under President Alfredo Cristiani. Born on February 29, 1952, in San Miguel, he studied at the University of El Salvador. Merino was previously a member of the constituent assembly and held the position of Minister of Interior. He left the Nationalist Republican Alliance for the National Conciliation Party in 1996. His political career includes serving as a Central American Parliament member and as president of the Court of Accounts.
