Born on February 12, 1939, in Belize City, he was educated at St. Michael’s College and St. John’s College. Gray served as a teacher and later held positions in the government, including a magistrate and a member of the Senate from 1969 to 1979. He was a candidate for the PUP in the local elections of 1969 and 1974 but faced defeat. He was married to Eleanor Dixon and had three sons.
