A member of the Democratic Party, he served in the West Virginia Senate from 1990 to 1994 and again from 1998 to 2013. He initially served in the West Virginia House of Delegates from 1983 until 1990. Notably, he held the position of President Pro Tempore of the West Virginia Senate. Minard died at the age of 90.
