Jovito Salvaña Palparan Jr. is a retired Army general and former politician from the Philippines. He served as the commander of the Philippine Humanitarian Contingent in the Iraq War from July 2003 to July 2004 and was a Congressman in the 14th Congress. Known as 'The Butcher' for his ruthless actions against communist rebels, he was convicted in 2018 for kidnapping and illegal detention related to the 2006 disappearance of two activists, resulting in a 40-year prison sentence.
