Throughout his political career, Saitō has held various significant positions, including the 71st Minister of Health and Welfare, and was the 21st and 22nd President of the House of Councillors. He is also the chairman of the LDP House of Councillors Group. His father was Noboru Saitō, a former Minister of Health and Welfare and National Police Agency Commissioner.
