Her coaches included Voldemar Hünerson and Inge Pind, with Matti Killing as a later trainer. Joa graduated from Tartu 2nd High School in 1982 and from Tallinna Medical School in 1988. Throughout her career, she has worked in various roles, including as an instructor, masseuse, pharmacy technician, technical editor, and office manager.
