He was first elected to the Aalborg City Council as a school councilor and took over as mayor after Marius Andersen's resignation related to a scandal. Kjær gained significant voter support, reflecting the strength of the working-class majority in Aalborg. He became well-known in the late 1990s for controversial remarks on Somali refugees, which he perceived as exploiting the social system. He resigned in 1998.
